Executive Director

Kate Mulligan

Project Management Professional (PMP)

With 20+ years leading economic and community development across Canada, from national strategy roles at Destination Canada to leadership positions with the District of Squamish, Kate brings deep expertise in both strategy development and operational delivery.

As Economic Development Officer for the District of Squamish, Kate secured millions in sector development funding, led the Circular Economy Roadmap and Emerging Sector Plan, and co-founded the Sea to Sky Outdoor Adventure Recreation Enterprise (SOARE) to help advance outdoor recreation industries. As Director of Major Projects for the District, she managed governance, stakeholder alignment, and compliance frameworks for major industrial developments, working across federal, provincial, and Indigenous partnerships.

Melanie Levenberg

With over 20 years of experience launching, scaling, and leading businesses, Melanie brings a dynamic blend of entrepreneurial leadership, strategic thinking, and business development expertise across the education, consulting, recreation, events, and service sectors. As the Founder of PL3Y Inc., she built an international brand and grew a network of licensed instructors that has reached more than 4.1 million children in 18 countries.

 

Melanie is passionate about helping business leaders clarify goals, strengthen financial foundations, and develop sustainable growth strategies. Outside of work, she is a passionate advocate for nature, wellness, and family life.

Office Good Boy

PHD in Snacking

Cedar is Cam’s dog and the Community Futures Howe Sound certified Good Boy. He loves playing with his friends and meeting people, and can often be found sitting out in front of cafes where he can lure in dog lovers for pats and compliments. He simply loves to be loved, and is “literally like an angel,” says dog dad Cam MacArthur.

Board Members

At the heart of Community Futures Howe Sound's success lies its autonomous Board of Directors. Comprising volunteers, typically from the business sphere in Squamish, Whistler, and Pemberton, these dedicated individuals invest their time and effort to bolster entrepreneurial pursuits.

Grant McRadu

Grant brings an impressive 35-year career in public service, with the majority of his experience serving as a Chief Administrative Officer (CAO). He started his career with the Capital Regional District and became the youngest CAO in British Columbia at the age of 29. Over the years, Grant has served several municipalities as their CAO, as well as working for one of the largest BC School Districts as their Chief Financial Officer and Secretary Treasurer. His dedication to public service extends to his involvement in numerous professional associations, including being elected Vice President of the International Association of City and County Administrators (ICMA) and serving on the National Board of the Canadian Association of Municipal Administrators (CAMA). Grant's exceptional contributions were recently recognized by his peers when he was awarded the Queen's Jubilee Diamond Medal.

David Low

David made the move to Whistler two years ago and has wholeheartedly embraced the mountain lifestyle. When he's not carving through powder on ski days, you'll often find him on the valley trail, chasing after his energetic trio of young kids. Before joining our team, David held executive roles in financial planning and investment analysis with several multinational corporations. His professional background includes working on substantial global projects, with a particular emphasis on the food service and hospitality sectors.​​​​

    Meredith Hitchmough

    Meredith owns and operates a growing retail business in Squamish. Prior to starting her own family business, she worked in a variety of capacities in both the private and public sectors throughout the Sea to Sky Corridor. Meredith is a versatile businesswoman who excels at project management, design, marketing, sales, business administration and employee development. Her enthusiasm for small businesses and her unwavering commitment to assisting local entrepreneurs are truly remarkable. Outside of work, Meredith can be found soaking up as much fresh air as possible.

    Jill Dunnigan

    Jill is the owner of Extremely Canadian, a long-standing adventure company in Whistler, which she has operated for over 30 years. Her entrepreneurial background is complemented by volunteer work with organizations such as the Squamish Hospital Foundation and the Whistler Blackcomb Foundation. Jill brings a strong interest in business mentorship, HR development, and strategic planning, and is excited to connect more deeply with the Sea to Sky business community through her role on the board.

    Katrina Carroll-Foster

    Katrina is the founder of Red Thread Strategy, where she advises growth-stage technology leaders and venture capital firms on the strategic positioning and narrative decisions that drive traction, credibility, and market confidence. She brings deep credibility and a pragmatic lens, having built a consultancy, launched a startup, raised capital, and advised across sectors from hardtech to venture capital.

    Previously, she co-founded Kollectively, a brand and go-to-market strategy firm serving 100+ technology companies. Katrina is a Board Director with The Forum, an LP with Women's Equity Lab, an Executive-in-Residence with Foresight Canada, and a facilitator for WeBC's mentor program
